Agency mission

Burdened with overcrowded prisons and soaring correctional costs, many states have successfully turned to community-based alternatives to incarceration.  In this "Get tough on crime" era, locking up more offenders for longer sentences, by itself, simply will not work.  Over time, all but a few inmates return to the community, making it important for public jurisdictions to have a reintegration strategy that facilitates the re-entry of offenders into society.  Against this backdrop, the CJM mission is to serve the criminal offender in the least restrictive environment possible -- always mindful of the need for public safety at all times.

Populations served

The agency serves residents of Connecticut and  Massachusetts with criminal justice services provided through a variety of partnerships with state, county and local government and other private, non-profit organizations.

Program emphasis

CJM's non-institutional corrections programs are focused squarely on community safety and stress a high degree of respect, motivation and personalized attention in its approach to program participants.  General areas of service include:

    Alternative incarceration for adults

    Treatment and outreach for persons with special needs

CJM at a glance

    Operates a variety of community-based corrections programs in CT and MA  -- an important part of these states' efforts to reduce prison overcrowding and recidivism.
